
No Objection Certificate (NOC)
A No Objection Certificate (NOC) is a legal document that certifies that the issuing government agency, business, or individual does not object to a specific activity or proposal. It is often required if a person or organization wants to do anything or ask for something that could affect the rights or interests of another person.
What exactly is NOC for students?
A student’s current educational institution will provide a No Objection Certificate (NOC), a legal document, to demonstrate that the institution has no problems with transferring to another school or continuing a certain course of study. A NOC is frequently required when a student wants to transfer from one educational institution to another.
The NOC is issued by the current institution to attest to the student’s status as a valid student there and to the absence of any obstacles to their transfer to another college. A NOC may also be required for students wishing to participate in internships, study abroad programs, or other academic or research opportunities away from their home university. The NOC certifies that participation in these activities has been approved by the student’s home institution and is not being opposed by anyone.
Who in Nepal issues NOC?
Several public and private entities in Nepal may offer a No Objection Certificate (NOC), depending on the certificate’s intended usage. Here are a few examples of Nepali businesses issuing NOCs:
- Ministry of Education: The Ministry of Education provides NOCs to students who want to pursue study abroad opportunities.
- Department of Foreign Employment: The Department of Foreign Employment provides NOCs to Nepali nationals looking for work abroad.
- Department of Immigration: The Department of Immigration issues NOCs to foreign nationals who want to enter Nepal’s restricted areas.
Current NOC Update
The government has overturned a ruling from last month that prohibited Nepali students from registering for language, advanced degree, and diploma programs abroad. With the justification that students would only be allowed to travel abroad to enroll in university courses, the Ministry of Education issued a directive ordering a halt to granting visas as of April 2. A few examples of non-university programs are language instruction and advanced diplomas.
The Nepalese government no longer permits students to enroll in programs other than those provided by universities abroad. The Ministry of Education states that students can only get a No Objection Certificate (NOC) for studying abroad if they are accepted into a bachelor’s degree program or higher. This suggests that students who intend to enroll in non-university educational programs, such as language courses, are ineligible for student visas.
